India’s Department of Food and Public Distribution (DFPD) has approached the Calcutta High Court. For seeking exemption for sugar mills from the mandatory jute packaging requirement. As of December 31, 2023, only three suppliers met the required standards, making it difficult for mills to source adequate packaging materials. In 2024, IJMA filed a petition demanding strict enforcement of the Jute Packaging Materials (JPM) Act, 1987, alleging that sugar mills were violating packaging norms and causing financial losses to the jute sector.In response, DFPD and the Directorate of Sugar defended the need for an exemption, citing technical challenges and the preference of bulk consumers for non-jute packaging. They emphasized that sugar’s sensitivity to moisture makes jute an impractical packaging material.
